IN FACT, 83% of the U.S. congressional delegation from California are Democrats, while 58% of the state voted for Kamala Harris, a 25-point gap. If the Texas redistricting plan passes, about 79% of its delegation will be Republicans, while 56% of the state voted for Trump, a 23-point gap.
